ABPA Supports Reintroduction of REPAIR Act

The Automotive Body Parts Association (ABPA) strongly supports the reintroduction of the “Right to Equitable and Professional Auto Industry Repair” (REPAIR) Act. This bipartisan legislation aims to protect consumer rights by ensuring fair and open access to vehicle repair and maintenance data. The REPAIR Act will protect consumers’ rights to repair their vehicles while also ensuring the continued safe operation of the nation’s 292 million registered passenger and commercial motor vehicles, 70% of which are currently maintained by independent repair facilities.

The bill, introduced by Representatives Neal Dunn (R-FL-02), Brendan Boyle (D-PA-02), Warren Davidson (R-OH-08), and Marie Gluesenkamp Perez (D-WA-03), along with a growing list of bipartisan supporters, seeks to address the growing barriers faced by independent repair shops, parts manufacturers and consumers due to restrictive manufacturer practices.

Consumers increasingly face rising repair costs, fewer service options, and longer wait times due to automakers limiting access to diagnostic and repair data. Studies show that over 60% of independent repair facilities struggle with routine repairs due to manufacturer-imposed restrictions. Without action, these barriers will continue to drive up costs and limit consumer choice.

The ABPA states that the REPAIR Act will:

“Vehicle owners deserve full control over their repair and maintenance choices,” said Edward Salamy, executive director of ABPA. “For too long, manufacturers have restricted access to essential repair data, forcing consumers into expensive dealership repairs. The REPAIR Act is a crucial step toward leveling the playing field for independent repair shops and ensuring consumers have the freedom to choose high-quality, cost-effective repair options.”

The ABPA joins a broad coalition of industry stakeholders, consumer advocates and policymakers in urging Congress to swiftly pass the REPAIR Act. The association encourages all industry professionals and consumers to support this critical legislation and ensure a competitive, affordable repair market for all.
